I'm being real specific here, all the scofflaws I saw were clearly 'friends and family' types, no hint of Uber or Lyft etc. And if the the 'friends and family' driver just sits and waits, or if another 'friends and family' vehicle cruises into the opening the departing vehicle makes then the shuttle drivers just wait far-enough back that they can't pick up and (so far as I've seen, and good for them) will not go to the next terminal and skip their pickups at A. To the point of halting the shuttles in the roadway until the private vehicle(s) depart. I also see the 'friends and family' pickup being done outside Terminal A is a complete mess, intruding two and three cars deep to the curb. Update: Effective, parking fees at PHL onsite garages are going up to $20/day for long term (now 5th day and onward) and $28 (first four days). Would I be better off walking inside the garage from E or F to D area, or do I go to terminal E or F, then walk to Terminal D? If garage D is full, I can park in garage E or F. How did it go? The website says that economy is closed and they give discount for 72+ parking in the garage above ground level.
